Dr. S. Shyam Sunder is the Director of the Building and Fire Research Laboratory (BFRL) at the National Institute of Standards and Technology (NIST), U.S. Department of Commerce. He is the chief executive officer for an organization with an annual budget of $42 million, 165 employees, and about 140 guest researchers from industry, universities, and foreign laboratories. BFRL is the primary federal laboratory serving the $1.2 trillion per year construction industry and promotes U.S. innovation and competitiveness by anticipating and meeting the measurement science, standards, and technology needs of this industry sector. BFRL’s strategic goals provide the enabling measurement science for net-zero energy, high-performance buildings; breakthrough improvements in construction productivity using information, communication, and automation technologies; sustainable infrastructure materials; innovative fire protection; and disaster-resilient structures and communities. From June 2005—when he entered the Senior Executive Service—to July 2007, Dr. Sunder was the Deputy Director of BFRL, in which capacity he served as the chief operating officer for the Laboratory. He assumed the additional role of Acting Director of BFRL in July 2006. In early 2004, Dr. Sunder became Acting Deputy Director of BFRL. Dr. Sunder became a Division Chief within BFRL in 1998, first for the Structures Division through 2002 and then for the Materials and Construction Research Division (created by combining the Structures Division with the Building Materials Division) through 2004. In this position, he provided leadership and management for a $10 million/year research organization with 40 employees and 100 research associates. Dr. Sunder entered federal service in 1994 as Manager of BFRL’s newly created High-Performance Construction Materials and Systems Program. He was subsequently selected to serve as analyst and then as senior analyst (1996-1997) in the Program Office, the principal staff office for the NIST Director. Dr. Sunder’s major responsibilities have included: · Leading the Federal Building and Fire Safety Investigation of the World Trade Center Disaster in the aftermath of the terrorist attacks of September 11, 2001 (2002–2008). · Overseeing the $125 million per year multi-agency U.S. National Earthquake Hazards Reduction Program (2004–present). · Co-chairing the Buildings Technology R&D Subcommittee of the President’s National Science and Technology Council, which he helped establish (2007–present). · Serving on the Boards of the Construction Industry Institute (2006–present), the International Council for Research and Innovation in Building and Construction (2007–present), and the Building Seismic Safety Council (2005–present). · Serving as the U.S.–side Chair of the Panel on Wind and Seismic Effects, U.S.–Japan Program in Natural Resources (1999–2004). · Chairing the Interagency Committee on Seismic Safety in Construction (1999–present). Prior to joining NIST in 1994, Dr. Sunder held a succession of positions at the Massachusetts Institute of Technology (MIT) beginning in 1980: instructor, assistant professor, associate professor, principal research scientist, and senior research scientist. Dr. Sunder holds a Bachelor of Technology (Honors) degree in civil engineering from the Indian Institute of Technology, Delhi (1977), a Master of Science degree in civil engineering from MIT (1979), and a Doctor of Science degree in structural engineering from MIT (1981). Dr. Sunder’s awards include the Gilbert W. Winslow Career Development Chair (1985-87) and the Doherty Professorship in Ocean Utilization (1987-89) from MIT, the Walter L. Huber Civil Engineering Research Prize (1991) from the American Society of Civil Engineers, the Equal Employment Opportunity Award (1997) from NIST, and the Gold Medal Award (2005) for distinguished leadership from the U.S. Department of Commerce. |
